A new survey from Opinion shows that a majority of the Norwegian population is in favour of a possible new referendum on Norwegian EU membership.

According to the survey, 63 per cent are in favour of a new referendum, while 31 per cent are against. The remaining respondents say they don’t know.

Interestingly, 42 per cent of those who would vote no to the EU today are also in favour of a new referendum, at least according to this survey. Among those who would have voted yes, as many as 90 per cent support a second referendum.

Senior advisor Nora Clausen of Opinion points out that although both Prime Minister Jonas Gahr Støre and Conservative Party leader Erna Solberg have signalled that Norway is not ready for a new EU debate, most people are far from equally dismissive.

Support for a new referendum is widespread across the parties, with 73 percent of Labour Party voters and 78 percent of Conservative Party voters in favour. Voters for the Centre Party, Red Party and Christian Democrats are most negative to a new referendum.

The survey shows that if there was a referendum on EU membership tomorrow, 41 per cent would vote yes and 48 per cent would vote no. Clausen points out that although the “no” side is still the largest, there is now only a small difference between the two sides and that many people are open to changing their minds.

Almost half of the population (44 per cent) believe that new knowledge and debate can influence their views on EU membership.

At the same time, the survey shows strong support for the EEA agreement, with 67 per cent of people saying they would vote yes if there was a referendum on it today.

The survey was conducted in Opinions’ Social Monitor in March 2025, with a nationally representative sample of 1,000 people. The margin of error is between 1.1 and 2.5 percentage points.
